nclusionary’s mission is to drive accessible, usable, and inclusive environments and products forward to improve access, usability, opportunities, and resources for marginalized persons, including individuals with physical and intellectual disabilities and others, not currently served by federal, state, and local accessibility laws and codes. nclusionary provides premium level accessibility, universal design, and inclusivity consulting services, helping clients understand and navigate the complex world of accessibility compliance, while advancing usability and current thinking beyond compliance.

who we are
Mark Jackson is Founder and Principal of nclusionary.
Jackson founded nclusionary after nearly 20 years working in the field of accessibility at Steven Winter Associates, Inc. (SWA). After several years honing his expertise on residential accessibility, including FHA, Title II, and Section 504 compliance, Jackson served as SWA’s Accessibility Consulting Director, responsible for the Commercial Accessibility Services team.
Jackson has provided accessibility consulting services to civic, commercial, cultural, educational, institutional, residential, recreational, and hospitality projects. From concept to close out, and throughout operation, Jackson has conducted countless document reviews, construction progress inspections, and existing facility audits and surveys.
In addition to technical guidance and training, Jackson offers clients litigation consulting and expert witness services. Jackson has been integrally involved in numerous complaints and litigation brought by private individuals, as well as in investigations and litigation undertaken by the U.S. Department of Justice, and others, against public accommodations, and public and private residential facilities, including many of the nation’s largest real estate investment trusts, for failure to comply with the ADA, FHA, and Section 504.
Jackson’s service to the field includes countless training courses and presentations on the accessible design and construction requirements of the ADA, FHA, Section 504, and state and local accessible laws and codes. He has also published widely on sustainable and accessible design and construction.
